Abstract
The project was launched in 2009 as part of the Feed the Future (FTF) Initiative, which seeks to reduce global hunger and poverty. The project is organized into two key components: Irrigation Infrastructure and Institutional Capacity Building. The Irrigation Infrastructure component involves the rehabilitation and development of functioning irrigation schemes at Dakawa and Mgongola, covering an approximate total of 3,120 ha. The Institutional Capacity Building component involves the initial review of existing capacity building and training plans prepared by the Japan International Cooperation Agency (JICA) and others, with recommendations for further development and implementation. The project's initial Task Order (TO) was modified since inception to adjust for changes identified during the course of implementation. In March 2011, CDM International Inc. (CDM Smith) provided an implementation budget, schedule, and technical approach to accommodate USAID's available funding for a phased implementation approach for limited activities. However, with the revised funding that appeared certain at that time, USAID requested that CDM Smith re-structure the base activity implementation budget and schedule, which necessitated an adjustment to the scope of work to allow for realistic achievements in Year 1 and Year 2. The project has evolved throughout implementation to better align activities with the original objectives and to target the overarching goal of increasing agricultural productivity in an integrated approach. The team has identified gaps in available information and documentation, understood previous studies and assessments for the projects, and assigned appropriate resources. This understanding has allowed the team to refine steps required to achieve the project objectives. The project's Annual Work Plan – Year 3 outlines the activities to be undertaken during the period of October 2012 to September 2013. The plan summarizes progress achieved on the project during Year 2 and outlines the activities to be undertaken during Year 3. The project's approach has been informed by work to date on the project, which has allowed the team to identify gaps in available information and documentation, understand previous studies and assessments for the projects, and assign appropriate resources. The project's overall objective is to increase agricultural productivity in the Morogoro region through the rehabilitation of the irrigation and rural road infrastructure. The project seeks to improve the capacity of Government of Tanzania authorities in the planning and maintenance of infrastructure. The project's activities are designed to yield measurable results that advance USAID/Tanzania strategic objectives. The project's Year 3 activities are outlined in the Annual Work Plan – Year 3. The plan includes activities for the Irrigation Infrastructure and Institutional Capacity Building components. The plan also includes activities for monitoring and evaluation, challenges and constraints, and financial expenditure information.
