The USAID/Guatemala Monitoring & Evaluation Program began in 2013 with the goal of strengthening the capacity of the Government of Guatemala (GOG) to collect and analyze data on key development indicators.

Abstract
The program aimed to support the implementation of the Feed the Future (FTF) and Global Climate Change (GCC) initiatives, as well as other USAID programs in Guatemala. The program's monitoring and evaluation activities focused on four key components: statistical tools development, local capacity strengthening, repository services, and evaluations of Mission programs and projects. Component 1 involved the development of statistical tools to collect baseline, midterm, and end-of-term data, including surveys and assistance gaps identification. Sub-IR 1.a focused on programming, designing, and implementing surveys to collect data at the community and municipal levels, while Sub-IR 1.b identified assistance gaps in support of the GOG food security monitoring and evaluation system. Component 2 aimed to increase local capacity for monitoring and evaluation, including data collection of key indicators. Sub-IR 2.a strengthened the institutional and statistical capacity of selected GOG institutions, such as the National Statistical Institute (INE) and the Ministry of Agriculture and Livestock (MARN). Sub-IR 2.b supported the GOG's efforts to consistently measure progress toward the United Nations Millennium Development Goals. Component 3 involved the development and implementation of repository services, GIS, environmental compliance, and other monitoring and evaluation services. Sub-IR 3.1a established a web-based Management Information System (MIS) and indicator data repository for use by USAID and implementing partners. Sub-IR 3.2b developed a Geographical Information System (GIS) with a web-based interface for mapping USAID programs. Component 4 focused on evaluations of Mission programs and projects, including impact evaluations and performance evaluations. Sub-IR 4.a designed and conducted impact evaluations to measure change in key development indicators attributable to USAID interventions. Sub-IR 4.b designed and developed performance evaluations for USAID interventions with respect to a particular project or program. Component 5 provided monitoring and evaluation services for other USAID/Guatemala offices on a request basis. Sub-IR 5.a conducted performance or impact, baseline, midterm, and final evaluations for programs from the Democracy and Governance Office as required. The program's quarterly performance report for April-June 2015 highlighted several key achievements, including the development of statistical tools, strengthening of local capacity, and implementation of repository services. The report also noted the completion of impact evaluations and performance evaluations, as well as the provision of monitoring and evaluation services for other USAID/Guatemala offices. The USAID/Guatemala Monitoring & Evaluation Program played a critical role in supporting the implementation of the FTF and GCC initiatives, as well as other USAID programs in Guatemala. The program's activities aimed to strengthen the capacity of the GOG to collect and analyze data on key development indicators, ultimately contributing to improved development outcomes in the country.
