Abstract
The program is designed to support the Government of Guatemala (GOG) in monitoring and evaluating key development indicators, including poverty, agriculture, and food security. Component 1 of the program focuses on statistical tools development, with a primary objective of collecting baseline, mid-term, and end-of-term data. Sub-IR 1.a involves the planning, design, and implementation of surveys to collect data at the community and municipal levels for key indicators of the USAID FTF and GCC initiatives. Sub-IR 1.b identifies assistance gaps in support of the GOG Secretariat for National Food Security and Nutrition (SESAN) related to USAID/FTF indicators. Component 2 aims to strengthen local capacity for increased monitoring and evaluation, including data collection on key indicators. Sub-IR 2.a strengthens the institutional and statistical capacity of selected GOG institutions, such as the National Institute of Statistics (INE), SESAN, and the Ministry of Environment and Natural Resources (MARN). Sub-IR 2.b supports GOG efforts to measure Guatemala's progress towards the United Nations Millennium Development Goals and/or Millennium Challenge Corporation (MCC) indicators on a regular basis. Component 3 involves the development and implementation of repository services, GIS, environmental compliance, and other monitoring and evaluation services. Sub-IR 3.1a establishes a web-based information management system and indicator data repository for use by USAID and implementing partners. Sub-IR 3.2b develops a geographical information system (GIS) with a web-based interface for mapping USAID programs, including the FTF and GCC initiatives. Component 4 focuses on evaluations of Mission programs and projects, with a primary objective of measuring the change in key development indicators attributable to USAID interventions. Sub-IR 4.a designs and carries out impact assessments to measure the change in key development indicators. Sub-IR 4.b conducts performance evaluations for USAID interventions with respect to a specific project or program. Component 5 provides monitoring and evaluation services for other USAID/Guatemala offices on a request basis. Sub-IR 5.a conducts baseline, midterm, and final performance and impact evaluations for the Democracy and Governance Office programs. Sub-IR 5.b conducts baseline, midterm, and final performance and impact evaluations for the Health and Education Office programs. The program has made significant progress in strengthening local capacity for monitoring and evaluation, developing statistical tools, and conducting evaluations of Mission programs and projects. The program has also established a web-based information management system and indicator data repository, as well as a geographical information system (GIS) for mapping USAID programs. The program's success is evident in the establishment of a robust monitoring and evaluation framework, which has enabled the GOG to track progress towards key development indicators. The program has also contributed to the development of a more effective and efficient monitoring and evaluation system, which will support the GOG in making informed decisions and improving the impact of its programs and projects. The program's achievements are a testament to the commitment of the USAID/Guatemala Monitoring & Evaluation Program to supporting the GOG in its efforts to improve the lives of Guatemalans.
