Water Supply System Maintenance and Citizen Engagement in Jacobabad The Water Governance and Capacity Building (WGCB) support activity aims to enhance the capacity of Jacobabad Municipality in maintaining, operating, and sustaining the water supply system built with USAID funding.

Abstract
The activity also focuses on promoting citizen engagement in decision-making processes. During the period from January to March 2021, the technical component, previously sub-let to TCI, concluded on February 28, 2022. The WGCB technical team took over the task of providing assistance to the Municipal Committee Jacobabad in the operation and maintenance of the water supply system. As a result, MCJ supplied water to all six zones of the city, meeting the demand of 12,005 houses at a level of 24%, 19%, and 28% in the months of January, February, and March, respectively. The technical team conducted on-the-job training for Pump Drivers, which included a week-long practical session at NED University. Additionally, a six-day certificate course was organized for lab staff by the U.S.-Pakistan Center for Advanced Studies in Water of Mehran University of Engineering and Technology. The team also conducted water testing in the laboratory and monitored the quality of water regularly. Citizen Engagement and Community Engagement The WGCB activity promotes civic engagement through various initiatives. Mohalla Water, Sanitation, and Hygiene (WASH) Committees were established, and health and hygiene sessions were conducted in schools. Schools WASH Clubs were also formed to promote awareness about water conservation and hygiene practices. A media campaign was launched through FM Radio and Cable TV to raise awareness about the importance of water conservation and hygiene practices. Community-based initiatives, such as Community Health and Hygiene Sessions, were also conducted. Technical Assistance The WGCB activity provides technical assistance to the Municipal Committee Jacobabad in various areas. Knowledge Management was implemented to enhance the capacity of the MCJ staff. Technical Assistance was provided to the Local Government Department to establish a Public-Private Partnership (PPP) Node. Mobilization for the WASH Caucus was also conducted to promote citizen engagement in decision-making processes. A feasibility study and proposal development was conducted to provide an alternate energy solution to the water supply system. Key Performance Indicators (KPIs) were managed for the Water Supply System Jacobabad. HR Support was provided to the Municipal Committee Jacobabad, and a Water Safety Plan was developed for the MCJ. Covid-19 Response Activities The WGCB activity responded to the COVID-19 pandemic by implementing various measures to prevent the spread of the virus. The activity promoted handwashing facilities and provided personal protective equipment (PPE) to the MCJ staff. Reporting and Issues The WGCB activity submits quarterly reports to the USAID. The reports provide an update on the progress of the activity and highlight any issues or challenges faced during the reporting period. The activity also submits a quarterly financial report, which provides an update on the financial status of the activity. Annexures The annexures provide additional information on the activity, including the list of acronyms used in the report. The annexures also provide information on the contact details of the activity, including the Chief of Party and the Contracting Officer's Representative.
