Abstract
The initiative aims to provide secondary prevention services to at-risk youth in target locations. The program focuses on five key results: increasing the number of at-risk youth receiving secondary prevention services, providing support services for eligible youth and their families, establishing a cadre of family counselors, strengthening alternative justice measures, and establishing a community-based secondary prevention model. Initial assessments conducted in Tegucigalpa, San Pedro Sula, and La Ceiba identified challenges such as limited access to services, inadequate infrastructure, and a lack of community engagement. To address these challenges, the program implemented various interventions, including training for family counselors, community outreach and engagement, and the establishment of family promoter networks. The program reported significant progress in achieving its results. According to Table 1, Cohort IV counseling sessions increased from 0 to 1,500 between March and August 2019. Additionally, Table 2 shows that 1,200 youth and families in Tegucigalpa participated in the program, while Tables 3 and 4 indicate that 1,500 and 1,200 youth and families in San Pedro Sula and Choloma and La Ceiba participated, respectively. The program also reported progress in establishing a cadre of family counselors. According to Table 11, professional network activities in Tegucigalpa increased from 0 to 500 between March and August 2019. Similarly, Table 12 shows that professional network activities in San Pedro Sula and Choloma increased from 0 to 300 between March and August 2019. In terms of strengthening alternative justice measures, the program reported progress in establishing community-based secondary prevention models. According to Table 15, organizations and agencies confirmed their participation in the program, and Table 16 shows that indicators goals were met by June 30, 2019. The program also reported progress in capacity building of NGOs and government agencies. According to Table 17, the amount awarded to grants increased from $0 to $1 million between January and March 2019. Additionally, Table 18 shows that grant status improved from "pending" to "approved" between January and March 2019. The program's operations, including administration, procurement, information technology, security, and finances, were also reported to be functioning smoothly. According to Table 21, the financial report for January-March 2019 showed a balance of $1.5 million, while Table 22 shows that the financial report for April-June 2019 showed a balance of $2 million. Overall, the Proponte Más program reported significant progress in achieving its results and establishing a cadre of family counselors, strengthening alternative justice measures, and establishing community-based secondary prevention models. The program's operations, including administration, procurement, information technology, security, and finances, were also reported to be functioning smoothly.
