Abstract
The project's primary objective is to enhance the capacity of local governments in Pakistan, with a focus on improving accountability and transparency. Program implementation was a key area of focus during the quarter, with various activities undertaken to support partner organizations. Development of program descriptions, cluster mapping of district-wise data, and finalization of assessment criteria were among the key tasks completed. Additionally, a second planning meeting was held, and elected local government representatives' listings were finalized. Organizational development and capacity building were also significant areas of focus. On-job capacity building was conducted for partner organizations in Khyber Pakhtunkhwa, and approval was given for their training plans. Feedback focus group discussions were held to ensure training quality assurance, and meetings were conducted with Sindh Local Government Department officials. Development of training material and preparation for program-focused trainings were also undertaken. Monitoring and evaluation were critical components of the project, with pre-award programmatic assessments and post-award monitoring conducted. Objective-wise progress of partner organizations was also tracked, and regular meetings were held to review progress. Communication and external relations were also key areas of focus, with field visits conducted to engage with stakeholders. Testimonials were collected, and a weekly chronicle was published to keep stakeholders informed. The CVP e-newsletter, 'Citizens' Chronicle,' was also published, and articles were published in the U.S. Embassy magazine, Khabr-o-Nazar. Donor reporting and social media engagement were also undertaken to maintain transparency and accountability. Financial management was a critical aspect of the project, with grants management and compliance procedures in place. Pre-award operational assessments and post-award assessments were conducted, and grants were awarded to partner organizations. Financial management and compliance procedures were also reviewed and updated to ensure adherence to project requirements. The project's management information system was also a key area of focus, with the CVP website, compliance support (PAKINFO), network infrastructure and support, and grants management information system (GMIS) being critical components. Human resource management and administration were also key areas of focus, with regular meetings held to review progress and address any challenges. Overall, the Citizens' Voice Project made significant progress during the quarter, with various activities undertaken to support partner organizations and enhance the capacity of local governments in Pakistan.
