Abstract
Hilton Foundation, and PATH. This partnership aims to integrate ECD programming in Mozambique, focusing on improving child development outcomes for vulnerable children 0-3 years in targeted areas. The partnership is a three-year cooperative agreement that started on April 6, 2016. During the fourth quarter of the third year (January to March 2019), PATH continued to support the Ministry of Health (MOH) and Ministry of Gender, Child and Social Action (MGCAS) in developing activities to reinforce the integration of ECD in health facilities (HFs) and communities. The objective is to improve the life of children ages 0-3 years. PATH combines innovation and provision of technical assistance for strengthening ECD service delivery through HFs and community-based organizations. The PPP team worked with the Maternal Health, Child Health, Nutrition, and Mental Health departments and technical working groups (TWGs) of the MOH to review and follow up on relevant documents for integrating ECD and for improvement screening and counselling on maternal depression. PATH provided financial support for the launch of the National Infant and Young Child Feeding (IYCF) Strategy, which was reviewed by the PPP team in previous quarters to integrate specific ECD-related content and was approved in January 2019. The project's results framework, also known as the logical framework, outlines the project's objectives, indicators, and expected outcomes. The framework is structured around four main components: (1) ECD service delivery, (2) community-based ECD, (3) policy and advocacy, and (4) monitoring and evaluation. The project aims to achieve several intermediate results (IRs), including increased access to ECD services, improved quality of ECD services, and enhanced policy and advocacy for ECD. The project's indicators are used to measure progress towards the intermediate results. Indicator 1, for example, measures the percentage of health facilities that have integrated ECD services. Indicator 2 measures the percentage of community-based organizations that have implemented ECD activities. The project's monitoring and evaluation system tracks progress towards the intermediate results and provides feedback to the project team and stakeholders. The project's financial information is reported in the quarterly report. The report provides details on the project's income and expenses, including disbursement linked indicators (DLIs) and other financial transactions. The report also provides an update on the project's administrative activities, including personnel and logistics. The project's upcoming plans include continued support for the MOH and MGCAS in developing activities to reinforce the integration of ECD in HFs and communities. The project team will also continue to work with the Maternal Health, Child Health, Nutrition, and Mental Health departments and TWGs of the MOH to review and follow up on relevant documents for integrating ECD and for improvement screening and counselling on maternal depression.
