Abstract
for USAID's Afghanistan "Services under Program and Project Office for Results Tracking Phase II" (SUPPORT II) project. The assessment aimed to evaluate the effectiveness of the government's monitoring systems in tracking development progress and outcomes. The assessment focused on seven key institutions: the Ministry of Economy, Ministry of Finance, Ministry of Agriculture, Irrigation and Livestock, Da Afghanistan Breshna Sherkat, Ministry of Mines and Petroleum, and Ministry of Public Health. The evaluation team conducted institutional analysis, problem and situational analysis, and reviewed relevant documents to assess the monitoring systems' performance. The assessment revealed that the monitoring systems in place are largely ineffective in tracking development progress and outcomes. The Ministry of Economy's monitoring system, for instance, lacks a clear organizational structure and data flow, making it difficult to track progress. The Ministry of Finance's monitoring system is also plagued by issues of data quality and availability. The assessment also highlighted the need for a sector-wide approach to improve the government's monitoring systems. This approach would involve the government, USAID, and the donor community working together to develop a comprehensive monitoring framework that addresses the needs of all stakeholders. The evaluation team recommended that USAID adopt a general approach to improving the government's monitoring systems, focusing on building the capacity of government institutions and providing technical assistance to support the development of effective monitoring systems. The team also made ministry-specific recommendations, including the need for the Ministry of Economy to develop a clear organizational structure and data flow for its monitoring system. The assessment was conducted from June 16, 2014, to September 25, 2014, and involved a team of experts from Checchi and Company Consulting, Inc. The evaluation team used a range of methods, including institutional analysis, problem and situational analysis, and document review, to assess the effectiveness of the government's monitoring systems. The assessment's findings and recommendations are intended to inform USAID's support to the government of Afghanistan in improving its monitoring systems and tracking development progress and outcomes.
