Abstract
The system is the only one of its kind in Afghanistan, heavily funded in the past by the Danish International Development Agency and other donors. The United States Agency for International Development (USAID) and other development partners have expressed concerns regarding the quality and validity of MoE data, which has led to the need for a data quality assessment. The data quality assessment was conducted by Checchi and Company Consulting, Inc. under contract with USAID's Afghanistan "Services under Program and Project Offices for Results Tracking Phase II" (SUPPORT II) project. The assessment aimed to evaluate the discrepancies between EMIS data and survey data, identify challenges and weaknesses in the EMIS system, and provide recommendations for improvement. The assessment was conducted from October 28, 2015, to July 10, 2016. The assessment found significant discrepancies between EMIS data and survey data, particularly in teacher counts and total student counts. The discrepancies were more pronounced in certain provinces, with some provinces showing differences of up to 50% between EMIS data and survey data. The assessment also found that the data collection, processing, and reporting processes in the EMIS system were not effective, leading to inaccuracies and inconsistencies in the data. The assessment identified several challenges and weaknesses in the EMIS system, including inadequate data categorization, lack of data validation, and insufficient data analysis. The assessment also found that the EMIS system was not user-friendly, and the data was not easily accessible to stakeholders. The assessment recommended that the Ministry of Education improve the data quality and validity of the EMIS system by implementing data validation and verification processes, improving data analysis and reporting, and increasing stakeholder engagement and participation. The assessment also found that the EMIS system was not effective in supporting decision-making in the ministry, particularly in terms of policy-making and funding decisions. The assessment recommended that the Ministry of Education improve the EMIS system to make it more user-friendly and accessible to stakeholders, and to provide more accurate and reliable data for decision-making. The assessment was conducted using a mixed-methods approach, which included surveys, focus group discussions, and data analysis. The assessment team consisted of experts from Checchi and Company Consulting, Inc. and the Ministry of Education. The assessment was funded by USAID and other development partners. The findings of the assessment have significant implications for the Ministry of Education and its stakeholders. The assessment highlights the need for improved data quality and validity in the EMIS system, as well as the need for more effective data analysis and reporting. The assessment also highlights the importance of stakeholder engagement and participation in the EMIS system.
