Abstract
The sector has also maintained a positive trade balance over the past decade. Despite its importance, the role of agricultural associations in shaping the country's agricultural policy is limited. The sector is characterized by a lack of equal conditions for the effective functioning of all professional associations, with some organizations being more influential than others. The number of professional associations in the agricultural sector has grown significantly, from around 50 in 2005 to over 100 today. This growth is a reflection of the global trend of industry associations representing and protecting the interests of their respective sectors. The sector is also experiencing growth in the agricultural-industrial complex, with the sector's contribution to GDP increasing over the past decade. The development of the agricultural-industrial complex has created opportunities for the sector to improve its performance. However, the sector's influence on the country's agricultural policy is limited, with some organizations being more influential than others. The sector's professional associations are characterized by a lack of equal conditions for their effective functioning, with some organizations being more influential than others. The sector's professional associations have developed a range of functions, including monitoring, coordination, defensive, representative, and analytical-advisory functions. The monitoring function involves identifying general economic problems affecting the development of the agricultural business, such as taxation, customs and tariff regulation, and credit. The coordination function involves coordinating the interaction of members of the industry with each other and with enterprises from other sectors, as well as coordinating with government agencies and other organizations. The defensive function involves protecting the legitimate common interests of members of the association, as well as creating the necessary organizational conditions for the interaction of its members. The representative function involves representing the interests of the association or industry before government agencies, local authorities, international organizations, and other legal and physical entities, as well as collective representation of employers in relations with trade unions. The analytical-advisory function involves providing information, legal, methodological, or other assistance to its members, as well as conducting its own analytical activities and participating in the development and implementation of comprehensive target programs for the development of the profile industry. The sector's professional associations have also developed a range of structures, including affiliated organizations, funds, arbitration courts, and recruitment agencies, which have significantly expanded their functions. The sector's professional associations have identified a range of factors that contribute to their effectiveness, including external and internal factors. External factors include Ukraine's membership in international economic and public organizations, which stimulates competition with external partners, as well as the attention of the government and the international community to the agricultural sector as a strategic sector. Internal factors include the presence of a clear leadership structure, the principle of collective decision-making, a good potential for management, the ability to professionally represent the interests of the industry, the presence of authoritative leaders of the agricultural public movement, developed communication systems, and publicity and openness to the media.
