Abstract
The DPM has adopted a Schéma Directeur d'Approvisionnement et de Distribution des Médicaments Essentiels (SDADME) to operationalize the supply and distribution of essential medicines. The SDADME is a mechanism that describes practical and functional measures to implement the supply of essential medicines as defined in the sectoral health policy. The DPM has revised the manual of the SDADME in September 2010, and the Minister of Health signed the Decision N°2011-774/MS-SG on July 11, 2011, making the application of the new SDADME mandatory for the supply and distribution chain of essential medicines. A last evaluation of the logistics management of essential medicines was conducted by the DPM with the technical and financial support of SIAPS in October 2012. A plan of action was adopted requiring, among other things, the development of a manual of Standard Operating Procedures (POS) for the management of medicines and the training of trainers (FdF) on this manual. The manual of POS was developed in Sélingué from March 11 to 15, 2013, and validated at the DPM on May 27 and 28, 2013. An atelier of elaboration of the module of formation on the POS was organized at the hotel Tin-buctu in Missabougou from September 2 to 6, 2013, to conceive the manuals of the trainer and the participant. This manual was revised by the SIAPS headquarters but also by a consultant, M'Bombo Wathum Pachuto, engaged by SIAPS for this purpose. The present atelier, organized by the DPM with the technical and financial support of SIAPS (implemented by Management Sciences for Health), aims to train trainers on this manual. The objective of the atelier is to establish a pool of trainers on the manual of POS for the management of the information system logistics of essential medicines and intrants of health programs in Mali. The atelier aims to achieve several specific objectives, including describing common obstacles to learning, describing the characteristics of an adult learner, learning and evaluating various teaching methods and learning techniques appropriate for the training of Depot Managers and Depot Distributors, training trainers on the manual of POS for the management of the information system logistics of essential medicines and intrants of health programs in Mali, and learning to facilitate the training of Depot Managers and Depot Distributors. The expected results of the atelier include the description of common obstacles to learning, the description of the characteristics of an adult learner, the learning and evaluation of various teaching methods and learning techniques appropriate for the training of Depot Managers and Depot Distributors, the acquisition of skills by participants to train Depot Managers and Depot Distributors, and the training of participants on the manual of POS for the management of the information system logistics of essential medicines and intrants of health programs in Mali.
