Abstract
These reforms are part of a continuous process that requires the implementation of modern and standardized tools, as well as the availability of high-quality information to facilitate decision-making and the proper functioning of the healthcare system. The Ministry of Health (MS) with technical and financial support from the Global Open Facility Registry (GOFR) project organized a training session on the GOFR tool, which enables the MS and its partners to compare different lists of healthcare facilities to improve the completeness and quality of the registry of healthcare facilities. The GOFR project is funded by the United States Agency for International Development (USAID) through the Digital Square project administered by PATH, and the implementing partners in Guinea are RTI International (RTI) and John Snow Research and Training, Inc. (JSI). The training session took place on April 23, 2019, at the SNIS conference room in Conakry and brought together 9 participants and 2 facilitators from the following organizations: Bureau de Stratégie et de Développement/Système National d'Information Sanitaire (BSD/SNIS), Bureau de Stratégie et de Développement/Cellule Informatique du Ministère de la Santé (BSD/NTIC), and Direction Nationale des Ressources Humaine du Ministère de la Santé (DNRH/MS). The objectives of the training session were to form the members of the Ministry of Health's IT team on the parameterization and use of the GOFR tool, present the GOFR project and its tool for reconciling the registry of healthcare facilities, and present the process of reconciling lists of structures. The training session was conducted in the form of PowerPoint presentations and practical exercises, directed by the GOFR project team in Guinea (RTI and JSI) with the facilitation of the Ministry of Health's senior staff. The training session was attended by participants from various organizations, including the Ministry of Health, and was facilitated by experts from RTI and JSI. The session covered various topics, including the registry of healthcare facilities, the GOFR project, and the process of reconciling lists of structures. The participants were introduced to the GOFR tool and its various functionalities, including data reconciliation, report generation, and data visualization. The results of the training session included the participants' understanding of the GOFR project's objectives, the various utilities of the GOFR tool, and the steps to follow for reconciliation. The participants were also able to download the registry of healthcare facilities from the DHIS2 platform, format it for reconciliation, and understand the different types of data sources used by the reconciliation tool (CSV, DHIS2, and Fast Healthcare Interoperability Resources (FHIR)). The participants were also introduced to the document on data visualization for healthcare facilities and encouraged to improve the data collection process on healthcare facilities in the DHIS2 platform. The recommendations from the training session included the use of the GOFR tool hosted by IntraHealth to minimize hosting and maintenance costs, finalizing the translation of the tool's menus into French, continuing technical support for the various directions of the Ministry on the use of the tool, sharing the document on the management of the registry of healthcare facilities with the BSD for suggestions and validation, and using the GOFR tool for reconciling healthcare facilities in the iHRIS system and harmonizing the list of healthcare facilities in the eLMIS system from the list in the DHIS2 platform.
