Abstract
The project offered in training to public and private sector personnel in technical, managerial, and scientific fields. Approved fields included agricultural research, civil/environmental engineering, computers, forestry/fisheries/natural resource planning, health and nutrition, rural development, anthropology, communications, public and business administration, accounting, economics, and education. The project funded long-term U.S. training for 10 participants, short-term U.S training for 9 participants, and long-term third country training, some at African institutions, for 115 participants. It had planned to support short-term third country training for 53 persons and in-country training for 55 persons, but no one was trained under the former plan and only two persons under the latter. Documentation was not available to verify whether this training led to attainment of the project's objective of lessening the country's shortage of qualified personnel. Nor, due to the absence of evaluations and reviews, could lessons learned be determined.
