PACR of Phase III of the Mauritania component of a project (7/86-6/93) to provide technical training aimed at strengthening the ability of public and private institutions in the Sahel to achieve development objectives.

Abstract
The project filled a crucial need created by the absence of Mauritanian post-secondary institutions providing training in relevant development fields. According to available project documentation, 14 persons received long-term training at U.S. universities; 18 received long-term third-country training in Senegal, Italy, Mali, Morocco, and Tunisia; 21 received short-term training in Burkina Faso, Senegal, Italy, Morocco, Kenya, Tunisia, and the United States; and 38 received short-term in-country training through programs organized by the Centre de Recyclage et de Perfectionnement in Nouakchott and the University of Nouakchott. The project addressed shortcomings identified in Phases I and II by taking full advantage of third-country and in-country training opportunities and by increasing supervision of curricula and trainees' performance. A short-term consultant assisted in preparing training plans, installing a computerized participant training management system, preparing materials for pre-departure training, developing an alumni association, conducting a survey of private sector training opportunities, and holding workshops for local training officers. Citing a lack of project reviews, the report does not identify any lessons learned.
