The Ministère de l'Éducation Nationale in Mali developed a reference framework for literacy and writing skills in 2009, in collaboration with the Ministère de l'Éducation, de l'Alphabétisation et des Langues Nationales (MEALN) and the USAID/PHARE program.

Abstract
This framework aimed to improve the literacy and writing skills of students in the first cycle of the fundamental education. The reference framework was revised in 2020 to take into account the progress of students and the changes in the curriculum. The framework defines three core competencies in language and communication: oral communication, reading, and writing. The reading and writing competencies were revised to align with the new curriculum and to reflect the progress made by students in bilingual classes. The reference framework specifies the skills that students should develop at the end of each level of the fundamental education. The framework consists of several chapters, including a general description of the fields of competence, the structure and description of the fields of competence, and the mechanisms of language. The chapters also cover the progress of student learning, the field of transversal competence, and the activities of verification for the six years of fundamental education. The reference framework is divided into three levels: I, II, and III. Each level has specific competencies in reading and writing, including the ability to recognize and use vocabulary, to read and understand texts, and to write coherent and clear texts. The framework also includes activities for verification and assessment of student learning. The development of the reference framework was supported by the USAID and was intended to improve the literacy and writing skills of students in the fundamental education. The framework is a tool for teachers and educators to assess and improve the literacy and writing skills of their students. The reference framework is based on the new curriculum, which defines three core competencies in language and communication.
