Abstract
The program targets the municipalities of the four provincial capitals, including Herat, Farah, Ghor, and Badghis, as well as nine district municipalities in Herat and Badghis provinces. The selection of these municipalities was made in consultation with the Independent Directorate for Local Government (IDLG), the Herat Provincial Governor, and the Herat City Mayor, based on IDLG criteria such as accessibility and relative stability. The program's objectives are to improve municipal governance, enhance service delivery, and increase citizen participation. To achieve these objectives, the program will implement a range of activities, including the development of municipal improvement plans, the implementation of expeditious service delivery projects, and the provision of core and functional skills training to municipal officials. The program will also support the Afghan government's efforts to strengthen local governance and improve public administration reform. The program's technical approach will focus on building the capacity of municipal officials and staff, improving municipal infrastructure, and enhancing the delivery of essential services such as water and sanitation, solid waste management, and public transportation. The program will also work to strengthen the relationship between municipalities and their citizens, through the establishment of citizen participation workshops and the development of municipal improvement plans that reflect the needs and priorities of local communities. The program's outputs will include the development of municipal improvement plans, the implementation of expeditious service delivery projects, and the provision of core and functional skills training to municipal officials. The program's outcomes and impact will be measured through a range of indicators, including improvements in municipal governance, service delivery, and citizen participation. The program's progress will be monitored and evaluated through regular reporting and assessment, and adjustments will be made as necessary to ensure that the program is meeting its objectives and achieving its intended impact. The program's activities will be implemented in close collaboration with the Afghan government, particularly the Independent Directorate for Local Government (IDLG), as well as with other development partners and stakeholders. The program will also work to build the capacity of local institutions and organizations, including municipalities, non-governmental organizations, and community-based organizations, to ensure that they are able to sustain and build on the program's achievements after its completion.
