Abstract
The program seeks to increase the capacity of the Government of the Islamic Republic of Afghanistan (GIRoA) municipal officials, improve the delivery of municipal services to citizens, and increase municipal capacity to enable, support, and sustain economic growth. In October, RAMP UP North activities focused on the Sustainable Service Delivery Improvement Projects. The RU-N/Mazar team collaborated with Municipal Team Leaders (MTLs), Public Administration Advisors (PAA), and Generalists in each Municipality to develop Project Concept documents and Scopes of Work (SOWs) for nine small-scale projects. These projects aimed to improve services such as trash collection and public parks. The SOWs for all nine projects have been drafted and presented to the project evaluation committee at the RU-N Mazar office. MTLs and their staff considered feedback from the project evaluation committee and, in some cases, re-scoped projects with assistance from mayors and municipal officials to ensure sustainability. Using a Sustainability Worksheet, MTLs demonstrated that the projects could be sustained once RAMP UP North financial assistance had been utilized. MTLs worked closely with Mayors to either earmark existing revenue or generate new revenue to maintain the project in the long-run. In addition to the Sustainable Service Delivery Improvement Projects, the RU-N Mazar team focused on citizen participation activities. The RU-N civil society team developed plans to engage citizens in the decision-making process, with an emphasis on women's participation. RU-N staff offered suggestions for increasing women's participation in the Service Delivery Advisory Group (SDAG) meetings. For instance, in some Municipalities, women SDAG members may be more comfortable meeting in separate sessions to discuss specific issues. The RAMP UP North program has made significant progress in improving municipal services and increasing citizen participation. The program's focus on sustainability and women's participation has helped to ensure that the projects are effective and long-lasting. The RU-N Mazar team's collaboration with Municipal Team Leaders, Public Administration Advisors, and Generalists has been instrumental in developing and implementing the Sustainable Service Delivery Improvement Projects. The program's success can be attributed to the strong partnerships between RAMP UP North, the Government of the Islamic Republic of Afghanistan, and local stakeholders. The program's focus on capacity building, service delivery, and citizen participation has helped to create a more responsive and accountable municipal governance system. The RAMP UP North program is expected to continue making significant contributions to the development of municipal governance in the nine provinces of Regional Command North. The RU-N Mazar team has also been working closely with Mayors and municipal officials to develop Service Delivery Improvement Plans (SDIPs). These plans aim to improve the delivery of municipal services, such as trash collection, public parks, and water supply. The SDIPs have been developed in collaboration with the Municipal Team Leaders, Public Administration Advisors, and Generalists, and have been presented to the project evaluation committee for review. The RAMP UP North program has also been working on Municipal Management and Capacity Building Plans (MMCBP). These plans aim to improve the capacity of municipal officials and staff, and to enhance the overall management of municipal services. The MMBP has been developed in collaboration with the Municipal Team Leaders, Public Administration Advisors, and Generalists, and has been presented to the project evaluation committee for review. The RU-N Mazar team has also been working on Planned November Activities. These activities include the continuation of the Sustainable Service Delivery Improvement Projects, the development of Service Delivery Improvement Plans (SDIPs), and the implementation of Municipal Management and Capacity Building Plans (MMCBP). The team has also been working on citizen participation activities, including the development of plans to engage citizens in the decision-making process.
