Abstract
The plan aimed to improve the fiscal, technical, and administrative aspects of the Ministry, with a focus on providing integral attention to victims, conducting strategic criminal investigations, and developing more effective penal prosecution methodologies. The plan consisted of 16 directives organized into four axes: democratic and decentralized penal prosecution policy, victim attention, groups with specific requirements, and institutional development and consolidation. The Ministry prioritized the strengthening of the institution, dignifying working conditions for employees, and respecting human rights to improve access to justice for vulnerable populations. During the first year of the administration, the Ministry focused on fortifying the institution, dignifying working conditions, and promoting respect for human rights. In subsequent years, the Ministry expanded its territorial coverage, strengthening its technical and administrative areas. By 2018, the Ministry provided a service that was more efficient, effective, and solid. The efforts made during this period allowed for the articulation of actions and projects led by the Ministry, in coordination with other institutions in the security and justice sector, civil society, and the international community. This contributed to the fulfillment of the commitment to provide a reliable and professional workforce that develops its functions in an ethical and professional manner. The administration achieved institutional stability by fulfilling the constitutional term, with Thelma Esperanza Aldana Hernández becoming the second woman to hold the position and the third to complete the full term. After four years, the advances made were significant and satisfactory, with many challenges still to be addressed. The Ministry's efforts have marked a milestone and opened a path for new possibilities in the pursuit of justice, filling the team with hope. This path presents a series of challenges towards a more transparent and democratic Guatemala, which is the goal that everyone aspires to build and for which they have a joint commitment. The Ministerio Público's organizational structure is functional, with the Fiscalía as the main area. The structure is designed to support the implementation of the strategic plan and the provision of services to the public. The Ministry's geographic focus is on Guatemala, with a commitment to providing access to justice to the entire population, particularly vulnerable groups. The timeframes for the implementation of the strategic plan were from 2015 to 2019, with the administration of Thelma Esperanza Aldana Hernández spanning from 2014 to 2018. The Ministry's recommendations for future improvements include continuing to strengthen the institution, expanding its territorial coverage, and promoting respect for human rights.
