Abstract
This initiative is part of the Local Alternative Energy Sources: Myrhorod Project, which aims to assist local partners in preparing a public-private partnership arrangement for the production of heat energy from biomass and create conditions for the establishment of a network of bio-boilers in Poltava Region. The Round Table "Creation of favorable conditions for the implementation of bioenergy projects in Myrhorod and Velyka Bahachka Regions of Poltava Oblast" was held on March 31, 2015, in Myrhorod, to bring together private investors, international financial institutions, local authorities, local self-governments, experts, utility companies, and businesses interested in heat energy production and supply. The event was attended by 27 participants, including representatives of local authorities, oblast and city state administrations, utility companies, potential investors, agricultural enterprises, international financial institutions, and international technical assistance projects. Four bioenergy investment projects providing for the reconstruction of gas-fired boiler houses and the installation of bio-boilers on biomass in selected municipalities of Poltava Region (Myrhorod and Velyka Bahachka) were presented at the Round Table. The projects included technical and organizational solutions, as well as relevant calculations. The agenda of the Round Table is included in Annex 1 to this report. The Round Table aimed to create favorable conditions for the implementation of bioenergy projects by bringing together private investors, international financial institutions, local authorities, and other stakeholders. The event was organized by the Municipal Development Institute, with the support of the Myrhorod City Council and the Poltava Oblast State Administration. The Round Table was attended by representatives of local authorities, oblast and city state administrations, utility companies, potential investors, agricultural enterprises, international financial institutions, and international technical assistance projects. The Municipal Development Institute provided technical assistance in preparing the structure of public-private partnership for private investors in the production of heat energy from biomass and created conditions for the comprehensive creation of a network of bio-boilers in the region. This will pave the way for the sustainable transition to the use of local biomass in municipal district heating systems and the substitution of natural gas with alternative and renewable fuels. The Round Table was attended by representatives of local authorities, oblast and city state administrations, utility companies, potential investors, agricultural enterprises, international financial institutions, and international technical assistance projects. The event was organized by the Municipal Development Institute, with the support of the Myrhorod City Council and the Poltava Oblast State Administration.
