Abstract
The study aimed to identify areas of improvement and provide recommendations for enhancing the road governance framework. The study was conducted in collaboration with various stakeholders, including government agencies, private sector organizations, and civil society groups. The study focused on the West African region, with a particular emphasis on the regional trade corridors, transit corridors, and coastal corridor. The research team collected data from various sources, including the Observatory of the Fluidity of Transport, the Borderless Alliance, and the Food Across Borders Project. The data collection process involved surveys, interviews, and analysis of existing reports and documents. The study identified several key issues affecting road governance in the region, including inadequate data collection and analysis, lack of coordination among stakeholders, and insufficient resources for road maintenance and infrastructure development. The research team also highlighted opportunities for improvement, including the development of a regional transport and facilitation observatory, harmonization of methodologies among various initiatives, and increased collaboration among stakeholders. The study recommended the establishment of a regional transport and facilitation observatory to provide a platform for data collection, analysis, and dissemination. The observatory would facilitate coordination among stakeholders, enhance data-driven decision-making, and improve the effectiveness of road governance initiatives. The study also emphasized the need for harmonization of methodologies among various initiatives to ensure consistency and comparability of data. The study's findings and recommendations are expected to inform policy and decision-making at the regional and national levels. The study's outcomes are likely to contribute to the improvement of road governance in the West African region, enhancing the efficiency and effectiveness of trade and transport operations. The study's results are also expected to support the development of a more integrated and coordinated approach to road governance, promoting economic growth and development in the region.
