Abstract
The policy is designed to develop a high standard of safety throughout all operations within the municipality, ensuring that no employee is required to work under hazardous or unhealthy conditions. Kabul Municipality believes that each employee has the right to obtain personal satisfaction from their job, and the prevention of occupational illness or injury is crucial to this belief. The policy is applicable to all employees of Kabul Municipality, and employees acting in a supervisory capacity are required to ensure that all employees working under their jurisdiction comply with all applicable safety instructions and safe practices. If a difference of opinion arises in the application or interpretation of these policies, the decision of the employee in charge of the job shall be followed. Departments and divisions may promulgate additional safety regulations to be followed by those persons working or operating under their jurisdiction. Disciplinary action will be taken for violations of these safety regulations, in accordance with personnel policies and Afghan Government laws. The first offense will result in a verbal warning and instruction on proper actions. The second offense, within 12 months of the first offense, will result in a written reprimand, notation in the personnel file, and instruction on proper actions. The policy emphasizes the importance of personal conduct, job hazards, housekeeping, personal protective equipment, and handling of materials in maintaining a safe work environment. Employees are required to follow safety procedures and guidelines, and supervisors and foremen are responsible for ensuring that employees under their jurisdiction comply with safety regulations. The policy also covers equipment safety, including drill presses, abrasive grinders, powered machine tools, and portable power tools. Employees are required to follow safety procedures when operating equipment, and supervisors and foremen are responsible for ensuring that equipment is properly maintained and used. In addition, the policy covers work area safety, including work areas, office and clerical safety, elevated positions, underground installations, sewers, pits, and treatment plants. Employees are required to follow safety procedures when working in these areas, and supervisors and foremen are responsible for ensuring that employees under their jurisdiction comply with safety regulations. The policy also outlines safety inspection procedures and policy exemptions. The policy will be evaluated regularly to ensure that it is effective in preventing accidents and injuries. By following this policy, Kabul Municipality aims to create a safe and healthy work environment for all employees.
