Project, follow-on to projects 6250936 and 6250960, to provide long- and short-term training aimed at strengthening the ability of public and private institutions in the Sahel to achieve development objectives.

Abstract
Targets are to train 2,015 participants over a 7-year period; this will include 50 long-term and 75 short-term U.S. trainees, 140 long-term and 150 short-term third-country trainees (including training in Israel), and 1,600 in-country trainees. The training will be in support of approved Mission programs but will not be directly tied to any bilateral activity. Increased attention will be given to the private sector. The project will also pay increased attention to more devoted project management and the preparation of country training plans. Each Mission, in collaboration with its host government, will prepare such a plan on the basis of a detailed analysis of the need for training in both the public and private sectors. Short-term TA will be provided for this effort, which will include a compilation of Anglophone and Lusophone training directories (supplementing the Francophone directory produced under Project 6250960). AID/W will review the plans before allocating funds to the Mission. An institutional contractor will place and monitor an experimental quota of the third-country trainees; procurement of this contractor will be the number one priority of the project manager.
