and third country), in-country, and English-language training for Moroccans involved in development programs. The evaluation covered the period FY83-5/89. Overall project progress is difficult to gauge since most beneficiaries are still either in training or in placement. Moreover, mechanisms for data collection on long-term training, the major focus of the project, are not adequate to meet monitoring and evaluation needs. Nonetheless, it is evident that project implementation is running smoothly, reflecting an excellent relationship between USAID/M and its counterpart, the Ministry of Public Work"s Direction de la Formation des Cadres. Long-term and short-term U.S. training have been ahead of schedule and the quality of long-term participants has risen as a result of increasingly stringent selection criteria introduced over the course of the project. Participation by the private sector has been low due to employers" reluctance to permit long absences associated with overseas training. In-country and third-country training are behind schedule, but have proved cost-effective and should be better utilized. In-country training is especially suitable for private sector needs. Participation by women has been low compared to the 30% target.
