The Mozambique Community Resilience Program (MCRP), also known as Tuko Pamoja, was established in October 2019 to strengthen locally driven resilience to violent extremism (VE) in northern Mozambique.

Abstract
The program aims to achieve two main objectives: enabling vulnerable youth to resist VE influence more effectively and increasing positive engagement about community grievances between communities and the government. To achieve these objectives, MCRP worked in districts across the Cabo Delgado province and in Nampula province in partnership with local government entities, community leaders, civil society organizations (CSOs), and other stakeholders. The program utilized a small grants mechanism allowing flexible implementation to respond to changes in context. As of September 30, 2021, DAI Global LLC, the implementing contractor, had received $13,533,765.61 in obligated funds. During this reporting period, MCRP focused on several key activities. In the Pemba Zone, the program supported the establishment of a youth-led community radio station to promote VE resilience and provide a platform for community voices. In the Nampula Zone, MCRP worked with local CSOs to develop a community-led peacebuilding initiative, which aimed to promote dialogue and conflict resolution between communities and the government. In the Coastal Cabo Delgado Zone, the program supported the development of a community-led early warning system to detect and prevent VE incidents. MCRP also worked with local government entities to establish a community-based rehabilitation program for former VE fighters, which aimed to reintegrate them into their communities and promote VE resilience. The program's activities were influenced by several key events during this reporting period. The Palma attack in March 2021 led to a significant increase in VE activity in the region, and MCRP adapted its activities to respond to this new context. The deployment of Rwandan and SADC troops in August 2021 also had a significant impact on the program's activities, as MCRP worked to support the government's efforts to provide security and basic services to affected communities. Despite these challenges, MCRP made significant progress during this reporting period. The program supported the establishment of several community-led initiatives, including the youth-led community radio station and the community-led peacebuilding initiative. MCRP also worked with local government entities to develop a community-based rehabilitation program for former VE fighters. The program's activities were also influenced by several key lessons learned and insights. MCRP recognized the importance of working with local government entities and community leaders to develop and implement effective VE resilience strategies. The program also learned the value of flexible implementation and adaptability in responding to changing contexts. In terms of operational lessons learned, MCRP recognized the importance of working with vendors and local grantees to support the program's activities. The program also learned the value of working with USAID and other stakeholders to leverage resources and expertise. Overall, MCRP made significant progress during this reporting period, despite the challenges posed by the VE conflict in northern Mozambique. The program's activities supported the development of community-led initiatives and promoted VE resilience in the region.
