Abstract

The project aimed to increase the efficiency and competitiveness of Serbian agribusiness enterprises all along the value chain in targeted sub-sectors, while also improving the overall enabling environment for agribusiness. The project was designed to increase agricultural sales and exports by Serbian firms and create new employment opportunities in the six selected areas. The project was implemented from September 2007 to September 2012, with a focus on six sub-sectors: livestock (meat), dairy, vegetables, berries, tree fruits, and herbs/spices/mushrooms. The project's main objective was to increase the competitiveness of Serbian agribusiness enterprises by strengthening their organizational capacities, improving their value chain and cluster competitiveness, and enhancing their access to markets and finance. The evaluation of the project was conducted by an independent external evaluation team commissioned by Mendez England & Associates (ME&A) on behalf of USAID/Serbia and Montenegro. The evaluation team assessed the project's performance against its objectives and the Mission's Strategic Objective 1.32, "Enterprise Growth Increased in High Potential Sectors and Municipalities." The evaluation found that the project had made significant progress in achieving its objectives. The project's interventions had led to improvements in the efficiency and competitiveness of Serbian agribusiness enterprises, particularly in the areas of organizational capacity building, value chain and cluster competitiveness, and market access. The project had also contributed to the creation of new employment opportunities in the six selected areas. The evaluation highlighted several key findings and observations. In the area of organizational capacity building, the project had strengthened the capacities of producer groups and agribusiness development service providers. The project's interventions had also improved the value chain and cluster competitiveness of Serbian agribusiness enterprises, particularly in the areas of livestock (meat) and dairy. In terms of market access, the project had facilitated the participation of Serbian agribusiness enterprises in regional and international markets. The project had also improved the overall enabling environment for agribusiness in Serbia, particularly in the areas of policy and regulatory reform. The evaluation made several recommendations for the future implementation of the project. These recommendations included the need to continue strengthening the capacities of producer groups and agribusiness development service providers, as well as to improve the value chain and cluster competitiveness of Serbian agribusiness enterprises. The evaluation also recommended the need to continue facilitating the participation of Serbian agribusiness enterprises in regional and international markets, as well as to improve the overall enabling environment for agribusiness in Serbia.
