Abstract
The initiative is aligned with the country's commitment to the United Nations' Sustainable Development Goals (SDGs), particularly Goal 5, which focuses on achieving gender equality and empowering all women and girls. As part of this initiative, the Servicio Nacional Forestal y de Fauna Silvestre (SERFOR) and the Servicio Civil (SERVIR) collaborated to develop a specialized service for the elaboration of a knowledge diagnosis bank for the National Forest and Wildlife Management System (SINAFOR). The service aimed to assess the knowledge and capacities of SINAFOR's staff and stakeholders in the areas of forest and wildlife management. The project involved several activities, including the review of existing legislation and regulations related to forest and wildlife management, such as the Forest and Wildlife Law (Ley N° 29763) and its implementing regulations. The team also conducted a review of the Directiva y Guía Metodológica de Diagnósticos de Conocimientos, which provides a framework for conducting knowledge diagnoses in the public sector. The project team identified four profiles of stakeholders who would be involved in the knowledge diagnosis: Administrador, Técnico/Coordinador de Enlace, Subjefe/Responsable de Sede, and Especialista Técnico. The team developed a matrix of capacities and a matrix of evaluation to assess the knowledge and capacities of SINAFOR's staff and stakeholders. The project also involved the development of a bank of questions for the knowledge diagnosis, which was designed to assess the knowledge and capacities of SINAFOR's staff and stakeholders in the areas of forest and wildlife management. The bank of questions was developed based on the Directiva y Guía Metodológica de Diagnósticos de Conocimientos and took into account the four profiles of stakeholders identified earlier. The project team conducted several meetings with the stakeholders to validate the progress and ensure the quality of the product. The meetings were held on July 31, August 3, August 5, and August 12, 2020. The team also received feedback and suggestions from the stakeholders, which were incorporated into the final product. The project resulted in the development of several products, including a list of integrated areas of knowledge and areas of thematic, a matrix of capacities and a matrix of evaluation, a mapping and formulation of indicators for knowledge evaluation, and a bank of questions for the knowledge diagnosis. The bank of questions is a key product of the project, as it will be used to assess the knowledge and capacities of SINAFOR's staff and stakeholders in the areas of forest and wildlife management. In conclusion, the project aimed to develop a knowledge diagnosis bank for the National Forest and Wildlife Management System (SINAFOR) in Peru. The project involved several activities, including the review of existing legislation and regulations, the development of a matrix of capacities and a matrix of evaluation, and the development of a bank of questions for the knowledge diagnosis.
