Abstract
The technical assistance includes the specification of requirements for network connection and integration of new categories of market participants, such as prosumers. Prosumers are consumers who produce electricity for their own needs and represent one of the most important categories of new market participants. The aim of this document is to define the basis for the establishment of a simplified connection procedure and to propose its elements in order to remove administrative barriers to the mass integration of low-capacity prosumers in Bosnia and Herzegovina. The simplified connection procedure is also known as the "Inform and fit" procedure, which is defined as a procedure of installing a micro-generating plant with prior notification to the distribution system operator, with subsequent commissioning without the need for a formal approval. The proposal for a simplified connection procedure is based on an analysis of the existing connection procedures in Bosnia and Herzegovina, the relevant provisions and requirements of the ENTSO-E Network Code on Requirements for Grid Connection of Generators, and the necessary preconditions for the establishment of a simplified connection procedure for micro-generating plants. The document contains five chapters, which provide an overview of the existing connection procedures in Bosnia and Herzegovina, the general requirements for power plant connection, the necessary preconditions for the establishment of a simplified connection procedure, the simplified connection procedure, and the annexes, which provide additional information and facilitate the application of the simplified connection procedure. The simplified connection procedure is intended to remove administrative barriers to the mass integration of low-capacity prosumers in Bosnia and Herzegovina. The procedure is based on the following elements: analysis of the existing connection procedures in Bosnia and Herzegovina, analysis of the relevant provisions and requirements of the ENTSO-E Network Code, and analysis of the necessary preconditions for the establishment of a simplified connection procedure. The document also contains annexes, which provide additional information and facilitate the application of the simplified connection procedure. The annexes include a flowchart of the connection process for power plants in the jurisdiction area of EP HZHB and MH ERS, proposals for interface protection and settings, and a standard application form for connection permit issuance and connection contract amendments.
