Abstract
The period of performance for this task order is from September 30, 2022, to September 29, 2027. The MODEL Activity plays a critical role in USAID's strategic collaboration, intentional learning, and adaptive management to ensure that programming remains relevant and effective during a period of increasing complexity and unpredictability. The activity's primary objective is to support the USAID Mission in Colombo in delivering better development results and sharing information in support of the 2020-2025 Country Development Cooperation Strategy (CDCS) for Sri Lanka and the Integrated Country Strategy (ICS) for the Maldives. The Mission's portfolio focuses on economic growth, environment, and good governance, with programming areas including rule of law, government accountability, consensus building, independent media, civil society, human rights, trade and investment, public finance management, and private sector productivity. The MODEL Activity will provide services to help the USAID Mission in Colombo achieve its objectives, including monitoring, documenting, evaluating, and learning from development programs. The activity will also facilitate collaboration, learning, and adapting among stakeholders to ensure that programming remains relevant and effective. The MODEL Activity will be implemented through a team of experts who will work closely with the USAID Mission in Colombo and other stakeholders to achieve the desired outcomes. The activity's progress during the first quarter of Fiscal Year 2023 is summarized in this report. The report highlights the progress made in implementing the activity's objectives, including the mobilization and start-up of the activity, progress on key activities, implementation challenges and solutions, and planned key activities for the next quarter. The report also provides an overview of the activities to be undertaken in the next quarter and indicates any problems encountered and proposed remedial actions. The MODEL Activity's organizational chart is presented in Figure 1, which shows the activity's structure and the roles and responsibilities of the team members. The activity's deliverables are listed in Table 2, which includes the deliverables submitted and those in progress. The activity's timeline is presented in Table 1, which shows the tentative timeline for the conflict assessment. The activity's progress during the first quarter of Fiscal Year 2023 is satisfactory, with significant progress made in implementing the activity's objectives. The activity's team has been mobilized and started working on the key activities, including monitoring, documenting, evaluating, and learning from development programs.
