Abstract
The report highlights the significant progress made by the Activity in assisting the USAID Mission in Colombo to deliver better development results and share information, in support of the 2020-2025 Country Development Cooperation Strategy (CDCS) for Sri Lanka. Under Objective 1, "Increase monitoring of USAID activities," MODEL provided direct technical consultations and guidance to two USAID Activities. The Activity supported the USAID Partnership for Accelerating Results in Trade, National Expenditure, and Revenue (PARTNER) Activity to conduct an outcome survey through the review and finetuning of survey tools to capture quantitative data. These tools included key informant interview (KII) tools for government officers and business owners. MODEL also supported the USAID Promoting Positive Information (PRO-INFO) Activity to develop and conduct a Monitoring, Evaluation, and Learning (MEL) orientation event. In collaboration with the PRO-INFO MEL staff, MODEL designed and developed the event materials, including the outline, agenda, sessions plan, and presentation. The event aimed to enhance the capacity of PRO-INFO staff in MEL practices and tools. Under Objective 2, "Ensure high-quality evaluation and research," MODEL supported the USAID Governance and Vulnerable Populations (GVP) Office to conduct an evaluation. The Activity also supported the USAID YouLead Activity to arrange a dataset for an ex-post evaluation. Under Objective 3, "Enhance learning, analysis, and documentation within the Mission," MODEL organized learning events for USAID staff and Implementing Partners (IPs). The Activity also supported the USAID Mission in Colombo to develop a MEL capacity strengthening strategy. The report highlights the progress made by the MODEL Activity in providing technical assistance and support to USAID Activities in Sri Lanka and the Maldives. The Activity's efforts aim to enhance the capacity of USAID staff and IPs in monitoring, evaluation, and learning practices, ultimately contributing to better development results and shared information. The MODEL Activity's performance monitoring framework is designed to track progress against the Activity's objectives and indicators. The framework includes key performance indicators (KPIs) and targets for each objective, which are regularly reviewed and updated to ensure alignment with USAID's priorities and changing circumstances. The report concludes by highlighting the MODEL Activity's commitment to supporting USAID's development goals in Sri Lanka and the Maldives. The Activity's progress and achievements demonstrate its ability to respond to changing priorities and timelines, and to provide high-quality technical assistance and support to USAID Activities.
