Abstract
The activity began on September 30, 2022, and is scheduled to conclude on September 29, 2027. The MODEL Activity is responsible for increasing monitoring of USAID activities, ensuring high-quality evaluation and research, and enhancing learning, analysis, and documentation within the mission. During Quarter Three of Fiscal Year 2023 (FY23), the MODEL Activity made significant progress in achieving its objectives. The activity focused on three key objectives: increasing monitoring of USAID activities, ensuring high-quality evaluation and research, and enhancing learning, analysis, and documentation within the mission. The MODEL Activity implemented several work orders to achieve these objectives, including training for implementing partners on maintaining data quality, support to migrate custom indicators to USAID's Development Information System, and review of USAID's Activity Monitoring, Evaluation, and Learning Plans (AMELP) template. The MODEL Activity also made progress in implementing its work orders, with several deliverables submitted during the quarter. These deliverables included the completion of the MEL training for implementing partners, support to establish a Geographic Information System (GIS) for USAID/Sri Lanka activities, and the production of a video documentary for the USAID Development Outreach and Communications Team. The MODEL Activity also provided support to the USAID Mission in Colombo for the Mid-Course Stock Taking (MCST) of the Country Development Cooperation Strategy (CDCS). In addition to its progress in implementing work orders, the MODEL Activity also made significant progress in its implementation challenges and solutions. The activity faced several challenges, including the need to develop a Monitoring, Evaluation, and Learning (MEL) capacity strengthening strategy and to establish a GIS system for USAID/Sri Lanka activities. However, the MODEL Activity was able to overcome these challenges through the implementation of several solutions, including the development of a MEL capacity strengthening strategy and the establishment of a pilot GIS system. The MODEL Activity also made progress in its planned key activities for the next quarter. The activity plans to continue its focus on increasing monitoring of USAID activities, ensuring high-quality evaluation and research, and enhancing learning, analysis, and documentation within the mission. The MODEL Activity also plans to implement several new work orders, including the development of a MEL capacity strengthening strategy and the establishment of a GIS system for USAID/Sri Lanka activities. Overall, the MODEL Activity made significant progress in Quarter Three of FY23, achieving several of its objectives and implementing several work orders. The activity continues to face challenges, but it is well-positioned to overcome these challenges and achieve its objectives in the coming quarters.
