Abstract
The policy aims to promote transparency and accountability among employees. Awareness about the Gift Policy is a key component of its implementation. The Human Resources (HR) Department is responsible for creating a comprehensive plan to educate all Kabul Municipality staff about the policy. The HR Department will distribute copies of the policy to all departments, which will then distribute them to their staff and provide clarification on any questions. Additionally, the HR Department will extend the awareness campaign to the entire city through the Kabul Municipality Publication Department, using various tools such as Pamir Magazine, the KM Website, National TV, and radios. The policy outlines procedures for handling non-allowed gifts. If an employee receives a non-allowed gift without knowledge, they can inform their supervisor and return the gift to the donor. If an employee receives a non-allowed gift with knowledge and decides to keep it, their colleagues can encourage them to return the gift. If the employee refuses to return the gift, their colleagues will inform their supervisor, providing evidence of the non-allowed gift. The policy also defines acceptable and allowed gifts. If an employee receives an acceptable gift during an event, meeting, or gathering, they should include it in their report upon returning to the office. If an employee receives multiple allowed gifts, they should distribute additional gifts to their colleagues. Senior officials who receive valuable trophies as rewards for the entire municipality should submit them to the KM for recording and safekeeping. The municipality can also distribute gifts as rewards and appreciations for outstanding job performance, but this should be done through a transparent process involving the HR Department. The Kabul Municipality Gift Policy aims to promote transparency, accountability, and fairness among employees. By establishing clear procedures for handling gifts, the policy helps to prevent conflicts of interest and ensures that employees are aware of their responsibilities and obligations.
