Abstract
The plan aims to improve the organizational access to information technology, automate processes and procedures, increase the outreach of institutions, and establish technology platforms for land management, ensuring information security. The plan identifies four main objectives: improving organizational access to information technology, automating processes and procedures, increasing outreach, and establishing technology platforms. To achieve these objectives, the plan proposes the development of a general technological model, which includes software system components such as workflow, document and content management, planning, internal control, human resource, and business intelligence systems. The general technological model is designed to provide a framework for the development of specific technological models for different institutions involved in land reform. The plan outlines the main functions and duties of various departments, including the General Department of Geodesy and Cartography, Department of Meta-Data and Services Delivery to Customers, Department of Geodesy, Department of Cadastre Survey, Department of Mapping and Topography, Department of Large Scale Mapping, and others. The plan also proposes the development of specific technological models for the ARAZI General Departments, including the General Head of ARAZI, General Department of Registration and Land Survey, Department of Planning and Clearance, Property Dispute and Resolution Department, Department of Land Leases, and Department of Land Documents. The MUDA General Departments, including the Minister of Urban Development, Department of Finance, Technical Departments of Urban Development, Technical Department of Construction Affairs, and Technical Departments of Urban Affairs, are also identified as key stakeholders in the land reform process. The plan proposes the development of specific technological models for these departments to support their functions and duties. The plan aims to improve the efficiency and effectiveness of land reform institutions in Afghanistan by providing them with modern information technology systems and infrastructure. The implementation of the plan is expected to improve the access to information, automate processes, and increase the outreach of institutions, ultimately contributing to the achievement of land reform goals in Afghanistan.
