Abstract
The CPD is responsible for managing the warehousing and distribution of nationally procured FP commodities to local government units (LGUs) and accredited civil society organizations (CSOs). In 2019, the Joint Memorandum Circular (JMC) No. 2019-01 formalized the engagement of the CPD to co-manage the FP program, including service delivery and logistics management together with the Department of Health (DOH). The CPD's role in managing FP logistics is critical in line with the Universal Health Care (UHC) implementation and further devolution. The CPD would retain its current role in managing nationally procured FP commodities, while the DOH would devolve the procurement of Combined Oral Contraceptive (COC) pills and male condoms to the LGUs. This change requires the CPD to support more on coordination with several entities, including LGUs, in supporting the FP commodity logistics management. The Capacity Development and Field Operations Division (CDFOD) in CPD is a key intervention in support of logistics coordination and during devolution. The CDFOD aims to build the capacity of LGUs to plan, implement, and assess population management strategies and ensure alignment of national, regional, and local goals. Specifically, the CDFOD will ensure the availability of FP commodities particularly at the facility level through efficient supply chain management, which includes forecasting, warehousing, and timely distribution of commodities, and setting up of database, in close collaboration with the DOH. The CPD has been working with the USAID Medicines, Technologies, and Pharmaceutical Services (MTaPS) program to institutionalize an integrated procurement and supply chain management (PSCM) system. In 2021, MTaPS supported the DOH to develop the Procurement and Supply Chain Management (PSCM) Roadmap in line with the UHC Implementation. The MTaPS program has collaborated with and supported the harmonization of efforts of the key stakeholders of the public health supply chain, including the DOH and CPD, with the objective of implementing a more integrated public health supply chain. The purpose of this document is to provide technical analysis and roadmap on how to further strengthen CPD's capacity to manage the FP logistics in line with the UHC implementation and further devolution. The document outlines the next steps on strengthening the capacity of CPD in support of the devolution transition and UHC implementation, including advanced training on supply chain management, standardizing inventory control systems, and CPD as a vital stakeholder in advancing the use of FP stocks data in regions. The roadmap in streamlining the logistics information management of CPD includes organizing training and webinars on Procurement and Supply Chain Management, developing CPD's Warehouse Operation Manual (WOM), and practicing routine warehouse inspection of CPD. The document also outlines the next steps on strengthening the capacity of CPD in support of the devolution transition and UHC implementation, including advanced training on supply chain management, standardizing inventory control systems, and CPD as a vital stakeholder in advancing the use of FP stocks data in regions.
