Abstract
At the end of 2020, there were 17,737 KSP. The decrease in cooperatives is in line with the policy of the Ministry of Cooperatives and SMEs, which focuses on improving the quality instead of the quantity of cooperatives. Improving the quality of cooperatives is carried out by various policy strategies, one of which is encouraging the modernization of cooperatives. Implementation of cooperative modernization in Indonesia is a complex process that involves various aspects, including regulatory, ICT, human resources, operational, and financial aspects. The study on Entrepreneurship-Based Cooperative Modernization, conducted by the USAID Economic Growth Support Activity (USAID EGSA) in collaboration with the Ministry of Cooperatives, aimed to provide input to policy makers regarding the status of cooperative modernization and its supporting factors. The study used a qualitative approach and covered the scope of the study from various aspects, including regulatory, ICT, human resources, operational, and financial aspects. The purposive sampling method was used to select the sample of cooperatives in target areas, and the stratified sampling method was used to target members, administrators, and supervisors of the cooperatives as respondents. The data was obtained through conducting interviews and questionnaires with the selected respondents. The findings of the study indicate that almost all KSP respondents already have a basic application for accounting (core system), but one third of respondents do not currently use digital financial services. The study also found that the use of digital financial services is still limited, and the majority of cooperatives do not have a clear plan for digitalization. However, the study also identified some examples of cooperative modernization practices, lessons learned, and challenges. The study recommends that the Ministry of Cooperatives and SMEs, as well as the Provincial Department of Cooperatives and SMEs, should provide support and guidance to cooperatives in modernizing their operations, including the use of digital financial services. The study also recommends that cooperatives should prioritize the development of their human resources, including training and capacity building, to ensure that they have the necessary skills to implement modernization. The study also highlights the importance of regulatory support for cooperative modernization, including the development of policies and regulations that facilitate the use of digital financial services. The study recommends that the Financial Services Authority/OJK should provide guidance and support to cooperatives in implementing digital financial services, and that the Cooperative Movement should play a more active role in promoting cooperative modernization. Overall, the study provides valuable insights into the challenges and opportunities of cooperative modernization in Indonesia, and highlights the need for a comprehensive approach that addresses the various aspects of cooperative modernization.
