Abstract
The program aimed to promote women's empowerment in waste management and plastics recycling in four countries: the Philippines, Sri Lanka, Vietnam, and Indonesia. The MWRP implemented three women empowerment monitoring and evaluation factors (MEFs) to track progress and report on relevant activities. The first MEF tracked the number of individuals who completed training events as a result of the program. However, grantees often targeted women for training on household waste segregation, which may have entrench stereotypes and expectations that women exclusively manage waste management. To address this challenge, DIG recommended providing gender orientation training to grantees and asking them to report on the content and intention of trainings. The second MEF monitored the number of female beneficiaries who obtained a traditionally male-dominated activity/job in the waste management and plastics recycling sector as a result of the program. Challenges included assessing whether a role was in fact traditionally male-dominated and taking into account women-on-women competition. DIG recommended orienting grantees on gender roles and realities of women in the waste sector, adopting an approach to ensure marginalized women are not harmed, and tracking male beneficiaries who take on female-dominated roles. The third MEF tracked the number of women participating in decision-making processes relating to solid waste management and plastics recycling as a result of the program. Challenges included assessing the significance of MEF results without understanding how many men are participating in decision-making processes. DIG recommended collecting comparative data on men involved in decision-making processes and orienting grantees on assessing women's needs and decision-making power. The MWRP implemented the three MEFs from April 2019 to August 2021, with a focus on promoting women's empowerment in waste management and plastics recycling.
