Abstract
The program aims to improve the quality of education in the country, particularly in the Foundation Phase. The agreement started on July 1, 2012, and ended on June 30, 2015. The program focuses on three main objectives: the development of the TARMIIfp software, the training of teachers on the use of the updated version of TARMIIfp, and the improvement of learners' achievement through the use of TARMIIfp. The TARMIIfp software is designed to support teachers in assessing and improving literacy skills among learners in the Foundation Phase. The program has made significant progress in developing the TARMIIfp software, with 11 software modules developed, including the user interface, item upload module, learner admin module, and diagnostic report module. The program has also trained 225 teachers on the use of the updated version of TARMIIfp, with a target of training 240 teachers. The program has also made progress in improving learners' achievement, with 7,200 learners benefiting from the use of TARMIIfp. The program has also collected data on the effectiveness of TARMIIfp, with indicators showing significant improvement in learners' achievement. The program has faced some implementation challenges, including the need for additional funding to support the development of the TARMIIfp software and the training of teachers. The program has also faced challenges in collecting data on the effectiveness of TARMIIfp, particularly in rural areas. The program has received funding from USAID, ELMA Foundations, and JP Morgan, with a total project budget of $1,519,424. The program has also received funding from the South African government, with a total project expenditure of $759,712. The program has made significant progress in improving the quality of education in South Africa, particularly in the Foundation Phase. The program has developed a software that supports teachers in assessing and improving literacy skills among learners, and has trained teachers on the use of the software. The program has also improved learners' achievement, with significant gains in literacy skills. The program has also contributed to the development of the education sector in South Africa, particularly in the areas of teacher training and education technology. The program has also provided opportunities for collaboration and knowledge sharing between the HSRC and other stakeholders in the education sector.
