Abstract
The Ministry of Education and Science, Youth and Sport defines the main directions of development for the public education sector, develops and approves national education standards, and determines the procedure for entering higher education establishments. Local governments in the public education sector are empowered to create and liquidate comprehensive educational establishments and kindergartens, manage logistics and maintenance of schools and kindergartens, finance educational establishments, and ensure regular free transportation of pupils to and from schools. The current legal framework for local government activities in the technical area of public education is governed by various laws and regulations. The Constitution of Ukraine, approved in 1996, outlines the principles of education and the role of local governments in the sector. The Law of Ukraine "On Local Self-Governance in Ukraine" (1997) and the Law of Ukraine "On Education" (1991) provide further guidance on the responsibilities of local governments and the organization of educational institutions. Additionally, the Cabinet of Ministers of Ukraine has issued numerous resolutions and instructions that regulate various aspects of public education, including the development of rural comprehensive schools, the approval of national standards of basic and completed secondary education, and the establishment of a state electronic database on education. The laws and regulations governing public education in Ukraine are numerous and complex. The laws listed include the Law of Ukraine "On Pre-School Education" (2001), the Law of Ukraine "On Comprehensive Secondary Education" (1999), the Law of Ukraine "On Vocational Education" (1998), and the Law of Ukraine "On Higher Education" (2002). The Cabinet of Ministers of Ukraine has also issued numerous resolutions and instructions that regulate various aspects of public education, including the development of rural comprehensive schools, the approval of national standards of basic and completed secondary education, and the establishment of a state electronic database on education. The public education sector in Ukraine is also subject to various regulations and decrees issued by the President of Ukraine. The Decree of the President of Ukraine "On National Doctrine of the Development of Public Education" (2002) and the Decree of the President of Ukraine "On Additional Actions to Improve Vocational Training in Ukraine" (2004) provide guidance on the development of public education and vocational training in Ukraine. The President has also issued decrees on pressing actions to ensure the functioning and development of public education in Ukraine and on additional actions to improve the quality of education in Ukraine. The Ministry of Education and Science of Ukraine has also issued various orders and instructions that regulate various aspects of public education. The Order of the Ministry of Education and Science of Ukraine "On Approving the Action Plan of the Ministry of Education and Science of Ukraine to implement the Instruction of the Cabinet of Ministers of Ukraine" (2007) and the Order of the Ministry of Education and Science of Ukraine "On Stipulating the Procedure for the Implementation of the State Social Program of Pre-school Education Development till 2017" (2011) provide guidance on the implementation of various programs and initiatives in the public education sector. Overall, the public education sector in Ukraine is governed by a complex system of laws, regulations, and decrees that outline the responsibilities of local governments, the organization of educational institutions, and the development of public education.
