Abstract
The program focuses on the Ministry of Education (MoE) and Ministry of Youth (MoY), with the goal of improving education and youth sector outcomes. TAP engaged in consultations with MoE and MoY to co-design interventions and ensure that they align with GOJ priorities and do not overlap with other projects or donor efforts. The program consulted with MoY to understand immediate and long-term priorities, including the establishment of an M&E unit and strengthening M&E functions across the MoY. TAP also engaged with MoE leadership to discuss overall priorities and how the project fits into the ministry's strategy and direction. The program identified key areas of focus, including learning and teaching support, leadership and management, and evidence-based holistic school improvement. TAP will continue to work closely with MoE and MoY to prioritize areas of focus and develop a demand-driven action plan. The program will also engage in focused discussions and situational analysis processes to identify existing key gaps and challenges, potential solutions, and areas to build on. Implementation challenges and corrective actions are also being addressed by TAP. The program recognizes the need to respond to emerging concerns, including COVID-19 and changes in Ministry leadership/priorities. TAP has brought experts on board to address challenges related to learning loss, collaboration, communication, and decision-making, and has engaged in discussions with MoE to understand priorities and how to support the ministry's strategy and direction. The TAP education intervention matrix outlines the program's technical focus under two themes: learning and teaching support and leadership and management. The matrix will guide TAP's implementation and ensure that the program is demand-driven and operational. The program will continue to engage in close collaboration with MoE and MoY to prioritize areas of focus and develop a comprehensive action plan. TAP has made progress in engaging with MoE and MoY, and has identified key areas of focus and implementation challenges. The program will continue to work closely with the GOJ to address these challenges and ensure that the education and youth sectors are strengthened. The program has also engaged in external consultations and continuous reflection to formulate the TAP education intervention matrix.
