Abstract
The evaluation took place from January 28 to May 13, 2013, and was followed by a routine data quality assessment on April 9-10, 2014. The assessment aimed to evaluate the effectiveness of the live line training program in enhancing the skills of linemen. The evaluation team, consisting of Ms. Mahak Ali Bajwa and Ms. Memona Naseer, met with 16 linemen who had completed the training program. The linemen were from various designations, including ALM, LM-II, LS-I, and AET. The assessment forms and sound bites recorded from the linemen provided valuable feedback on the training program. The linemen expressed their gratitude to USAID for providing the live line training, which they believed would enhance their skills and improve PESCO's performance in supplying electricity to consumers. They also suggested that the duration of the refresher course should be increased to four weeks to allow for a more thorough understanding of precautionary measures. The evaluation team found that the live line training program had helped the linemen understand the use of T&P in different situations. The linemen also suggested opening an office at PESCO to minimize traveling expenditures and increasing per-diems to help with daily expenses. The assessment forms and sound bites revealed that the linemen were satisfied with the training program and appreciated the effort invested by USAID-EPP. They expressed hope for further training opportunities in the future and thanked USAID for their time and effort. The evaluation team concluded that the live line training program had been successful in enhancing the skills of linemen and improving PESCO's performance. The program's effectiveness was evident in the linemen's ability to work on 132 Kv live lines and their appreciation for the training provided. The USAID Energy Policy Program's Live Line Training Program for PESCO has been a significant initiative in enhancing the skills of linemen and improving the performance of the power distribution company. The program's success is a testament to the effectiveness of the training and the commitment of USAID-EPP to improving the energy sector in Pakistan. The evaluation of the live line training program has provided valuable insights into the effectiveness of the training and the areas that require improvement. The findings of the evaluation will be useful in refining the training program and ensuring that it meets the needs of PESCO and its linemen. The USAID Energy Policy Program's commitment to improving the energy sector in Pakistan is evident in its initiatives such as the Live Line Training Program. The program's success will have a positive impact on the power distribution company and the consumers it serves.
