Terms of Reference for Information Technology Department of Kabul Municipality

The department aims to leverage emerging information technologies to reduce costs, limit workforce growth, and improve services to employees. Key objectives include linking the municipality with citizens for better delivery of services, maintaining and safeguarding information and data through high IT security measures, and providing cost-effective technology services. The IT Department's scope and responsibilities encompass a range of tasks, including installing and maintaining Private Automated Branch Exchange (PABX) for internal telephone services, maintaining a records management system for the Property Department, and resolving connectivity issues to ensure internet availability. Additionally, the department creates a mailing system for staff, develops a shared document portal, and follows up on technical aspects of IT subcontracting. IT Department staff also provide statistical data on web user access, develop administration and user manuals, maintain and update the website, and evaluate and recommend IT equipment purchases. The IT Department plays a crucial role in improving staff's ICT skills through regular information on new developments and ensuring the security of Kabul Municipality's information and data. The department is also responsible for providing an efficient backup system for all municipal data and supporting the Customer Information Center in providing electronic information to the public. Furthermore, the IT Department is responsible for installing and using licensed software, maintaining an IT inventory database, and supporting departmental management systems, including FMIS, MIS, and GIS. The IT Department is accountable to the Administration and Finance Department and maintains liaison with all KM departments.
