Terms of Reference for Land & Property Department

The department's primary purpose is to value residential areas in accordance with the Kabul Master Plan, thereby increasing revenue for the municipality through property taxes and improving city services. This process also aims to fulfill citizens' rights to home ownership. The department's objectives include distributing residential land plots, fulfilling citizens' rights through official letters to the courts for issuing deeds and recording land and property forms, and collecting taxes from properties. The department's scope and responsibilities encompass valuating residential houses according to Islamic Republic of Afghanistan regulations, expropriating land in accordance with the land expropriation law, and handling various property types, including residential, industrial, and commercial. The department is responsible for developing a work plan in accordance with the Kabul Municipality plan and a department budget according to the municipality's budget plan. It also distributes land plots, issues land deeds through official courts, transforms land ownership from one person to another, resolves land conflicts, collects revenue from land transfers, and determines the location of slaughterhouses and regulates butchery-related sanitation. The department has a hierarchical structure, with lower-level positions reporting to higher-level officials who provide direction. It cooperates with various departments, including Urban Planning, Land Acquisition, District Offices, Publication, Policy and Coordination, Chief of Staff, Revenue, Financial and Administration, and Construction Control Departments.
