Abstract
The project's Objective 1 is to contribute to increasing the judicial system's ability to resolve corruption cases, with a specific focus on strengthening the capacities of judges and support staff in the target districts. A key aspect of the project is the improvement of the corporate judicial management model, which has been implemented in the Peruvian judicial system since 2006. This model has contributed to a more efficient use of resources, as each judge no longer has administrative personnel assigned to their court, but rather relies on centralized support services. However, despite the benefits of this model, there are areas for improvement, particularly in the management of corporate judicial desks, programming and management of hearings, and the implementation of standards for resolved files. A diagnostic study was conducted in December 2013 and January 2014 by the Pro-Integridad technical team, in collaboration with the Peruvian Judicial Power, to identify areas for improvement in these areas. The study aimed to provide a comprehensive understanding of the current situation and to identify potential solutions to address the challenges faced by the judicial system in resolving corruption cases. The diagnostic study focused on three main areas: corporate judicial management, programming and management of hearings, and the management of case files. The study involved a thorough analysis of the current situation in the visited courts, as well as the identification of best practices and areas for improvement. The study's findings highlighted several challenges and areas for improvement in the corporate judicial management model, including the need for better programming and management of hearings, the implementation of standards for resolved files, and the production of statistical information on certain variables related to the processes. The study also identified the need for specialized training for judges on corruption cases, as well as the need to strengthen the capacities of judges and support staff in the target districts. Based on the study's findings, the Pro-Integridad project has identified several areas for improvement, including the development of a new corporate judicial management model, the implementation of a hearing management system, and the provision of specialized training for judges on corruption cases.
