The Changes for Justice (C4J) Project is a USAID-funded initiative aimed at sustaining and deepening reforms in the Indonesian justice sector.

Abstract
The project's goal is to produce a less corrupt, more accountable, and more efficient justice system. This objective will be achieved through a more efficient, credible, and transparent Supreme Court and Attorney General's Office, including increasing the competence and integrity of judges, prosecutors, and staff. The project is divided into three components: Component 1 focuses on sustaining and broadening reforms in the Supreme Court, Component 2 targets the Attorney General's Office, and Component 3 addresses special initiatives to further strengthen the reform process in the Indonesian justice sector. Component 3 activities include cooperation with the Supreme Court and AGO to combat serious threats to biodiversity in Indonesia, such as illegal logging, land conversion, wildlife trafficking, and wildlife poaching. During the period of July to September 2013, C4J continued to implement planned activities and worked in coordination with counterparts. In Component 1, the project developed a curriculum, content, and schedule for a specially tailored class in Certified Human Resource Professional (CHRP) program for 30 Supreme Court staff. The CHRP weekly class started in August 2013 and will be completed in November 2013. The Supreme Court also committed to allocate and detail funds for the court's legal aid program in the 2014 tentative budget. In Component 2, C4J completed and submitted the workload assessment (WLA) report to the AGO, which will enable AGO officials to define a formula for identifying the numbers of prosecutors and support staffing needs for general crimes. The final draft Prosecution Guidelines for Terrorism Cases was finalized and submitted to the AGO in May. C4J also conducted the bidding process for printing and disseminating the Guidelines to all district prosecutors' offices and provincial prosecutors' offices in November 2013. In Component 3, C4J produced a public campaign strategy, including logo and image branding, to feature during the biodiversity activities for media engagement and community education. The project also completed trainings for prosecutors in Pekanbaru and Banda Aceh, focusing on managing information services, especially for cases related to illegal logging, land conversion, wildlife trafficking, and wildlife poaching cases. C4J and sub-contractor ICEL successfully conducted media roadshows as part of the public campaign activities and network building with the media in Pekanbaru and Banda Aceh. The project's progress during the quarter was marked by several highlights, including the completion of the CHRP program, the Supreme Court's commitment to allocate funds for the legal aid program, and the finalization of the Prosecution Guidelines for Terrorism Cases. The project also made significant progress in Component 3, including the production of a public campaign strategy and the completion of trainings for prosecutors.
