Abstract
The program's objective is to facilitate increased investment in power generation capacity, thereby enhancing national energy security and facilitating economic growth. The investment objective will be achieved through the provision of technical assistance to various stakeholders in the energy sector. The ultimate goal of this program is to enhance Georgia's energy security through an improved legal and regulatory framework and increased investments in the energy sector. The ultimate expected outcome of this program is an energy legal and regulatory framework that complies with European requirements and encourages competitive energy trade and private sector investments. Secure and affordable supplies of electricity and gas are central to economic development, social, and political well-being in Georgia. Energy security means ensuring the country can sustainably produce and use energy at a reasonable cost to facilitate economic growth, reduce poverty, and improve the quality of people's lives by broadening access to modern energy services. Tackling energy security is a challenge that relies on a precise understanding and quantifying the dimensions of energy security on a national and regional level. Cooperation in different areas, including increasing energy efficiency, market transparency, diversifying energy supplies, coordination between stakeholders, identifying priorities, and associated risks, as well as developing tools to mitigate those risks and monitor status, is essential. Based on the analysis of international best practices in the area of energy security management, the program has developed a concept of energy security management for Georgia. The defined energy security management cycle is designed to increase energy security for Georgia and includes interdependent stages. The program has developed an energy security roadmap for achieving objectives related to strategic advisory assistance to the government of Georgia to increase energy security. The roadmap matrix provides information on activities, sub-activities, and expected outputs for the three years. The matrix can help the government of Georgia establish a dynamic process for addressing energy security issues in a systematic manner. Monitoring the energy sector developments and devising policy strategies that would adequately address the energy security risks the country is facing is of immense importance. The roadmap matrix includes six stages: identifying, categorizing, prioritizing, setting standards, rules, and procedures, developing tools and implementing, and monitoring and evaluation. Each stage includes specific activities, sub-activities, and expected outputs. The matrix also includes expected outcomes and deliverables for each stage. The program has developed a methodology for identifying energy security issues, which includes data collection and analysis, listing of issues, coordination of stakeholders, and reporting. The methodology involves selecting applicable categories, defining metrics and measurement units, defining risks, shares, and weighted values, collecting available statistics, and assigning issues to categories. The program has also developed a process for prioritizing energy security issues, which includes evaluating risks, a "filtration" process, priority criteria, and prioritizing categories and issues. The process involves sharing materials with stakeholders, collecting comments and additions, incorporating stakeholders' comments, and stakeholders' workshops. The program aims to develop tools and implement them to support the government of Georgia in addressing energy security issues. The tools will include necessary rules, standards, and procedures, as well as necessary software and hardware. The program will provide technical support during the adoption of these tools by regulatory and/or other government authorities. The program will also monitor and evaluate the implementation of the energy security roadmap and provide recommendations for improvement. The program will work closely with stakeholders, including the government of Georgia, to ensure that the energy security roadmap is implemented effectively and that the expected outcomes are achieved.
