Abstract
The first section documents numerous health- and culture-related facts indicating the importance of integrating gender issues into PHN projects and programs, discusses existing theoretical frameworks for understanding gender issues in general, and describes and assesses the pros and cons of PHN-specific gender-analysis tools. The second section provides a series of gender-related questions that practitioners might find useful at the design, implementation/monitoring, and evaluation stages of development projects. The final section discusses next steps for USAID on integrating gender principles into development work. Four key deliverables are recommended: a manual for integrating gender issues into USAID"s PHN work; a revised strategic framework that specifically addresses gender issues in the PHN sector; gender-sensitive and PHN-specific baseline, process, and outcome indicators that are flexible, weighted, and topic-specific; and documentation of lessons learned in incorporating gender issues in different circumstances.
