Timor-Leste Growth Diagnostic

The assessment aimed to identify binding constraints to growth in the country. The working group consisted of Mark Gellerson, Whitney Dubinsky, Brandon Fenley, and Kishore K.C., with additional assistance from USAID/Timor-Leste staff and other experts. The growth diagnostic methodology employed in the assessment involved a thorough analysis of macroeconomic risks, microeconomic risks, infrastructure, human capital, and the expanded agricultural sector. The assessment also considered the regulatory environment for private business, land tenure and property rights, and the current situation in Timor-Leste. The assessment revealed that land tenure and property rights pose a significant binding constraint to growth in Timor-Leste. The current situation in the country is characterized by a lack of clear property rights, which hinders investment and economic development. The regulatory environment for private business is also a challenge, with difficulties in enforcing contracts and starting a business. Infrastructure development is another critical area that requires attention. The country's road network is in poor condition, with many roads being unpaved and in disrepair. The power sector also faces challenges, with frequent power outages and limited access to electricity. Human capital development is essential for growth, and the assessment highlights the need to improve education and skills, particularly in areas such as literacy and numeracy. The assessment also emphasizes the importance of the expanded agricultural sector in driving growth and poverty reduction. However, the sector faces challenges such as limited access to finance, lack of market information, and inadequate infrastructure.
