Abstract
The Ministry of Manpower Development and Administration will implement the project, which will operationalize a network of training centers for villagers and provide a wide variety of training to support the centers. The existing Training for RD Center in Ruaha will be upgraded to enable it to serve as the project"s "hub" institution. The Center will be equipped with an audiovisual unit (including a small video system) to serve the project area and will be linked, through the offices of an Interministerial Coordinating Committee (already proposed in the documentation for project 6210149), to national, regional and specialized institutions, especially to projects of A.I.D. and other donors. The project will also renovate and staff training sites at Mebeya, Ruvuma, and Rukwa, along with 12 village resource, training, and service centers (three in each region except Arusha). This network of training centers will conduct training programs in 350 villages in the five regions. Courses will be given in planning, management, technical agriculture, home economics, appropriate technology, and other priority needs as identified by the ongoing systematic needs assessment begun during Phase I. In addition, a system to record village baseline data and to employ them for planning purposes and delivery of goods and services will be institutionalized. Institutional capabilities at the national, regional/district, and parastatal levels will be strengthened through in-country training in planning, programming, business management, and pertinent technical skills. Training will also be provided to 34 trainers and managers of the training centers. Training targets include: 216 person-months of offshore and 1,600 person-months of in-country short course training; 125 person-years of offshore long-term academic training; and 1,650 person-months of in-country residential training and 1,650 person-months of village-level training.
