Abstract

The program aims to provide in-country university preparatory programs (AUPP) and public service training certificates (PPDL) to Kosovo citizens and public servants. The program's objective is to enhance the capacity of Kosovo citizens and public servants to lead and manage effectively. The AUPP program provides university preparatory courses to Kosovo citizens, while the PPDL program offers public service training certificates to public servants. The program's implementation is divided into two main objectives: Objective 1, which focuses on Kosovo citizens receiving in-country university preparatory programs, and Objective 2, which focuses on Kosovo public servants receiving in-country public service training certificates. During the reporting period, April 25, 2017 to April 25, 2018, the program made significant progress in achieving its objectives. Cohort 4 of the AUPP program consisted of 25 participants who received training in various subjects, including English language, mathematics, and computer skills. The program's evaluation showed that the participants demonstrated significant improvement in their skills and knowledge. The PPDL program also made significant progress during the reporting period. Cohort 3, which consisted of 30 public servants, received training in public policy and management. The program's evaluation showed that the participants demonstrated significant improvement in their knowledge and skills. Cohort 4 of the PPDL program consisted of 35 public servants who received training in public policy and management. The program's evaluation showed that the participants demonstrated significant improvement in their knowledge and skills. The program also implemented other activities, including online courses, guest lectures, and accreditation of the PPDL program. The program's alumni report showed that the participants demonstrated significant improvement in their skills and knowledge. Despite the progress made, the program faced several implementation challenges, including limited resources and infrastructure. The program also faced challenges in recruiting and retaining trainers and participants. However, the program's stakeholders, including the government of Kosovo and international organizations, provided significant support and participation. The program's lessons learned highlighted the importance of effective communication, collaboration, and stakeholder engagement. The program also learned the importance of adapting to changing circumstances and priorities. The program's planned activities for the next year include implementing new initiatives and activities, including the development of a public policy reference book and the compilation of selected PPDL project proposals. The program's progress summary is presented in Annex A, while the certification ceremony factsheet for PPDL Cohort 5 is presented in Appendix A. The certificate of AUPP Cohort 4 is presented in Appendix B.
