Abstract
The project is part of the USAID Country Development Cooperation Strategy (CDCS) for the Kyrgyz Republic, which seeks to promote economic growth and development in the country. The project's objectives are aligned with Development Objective 3 of the CDCS, which focuses on accelerating growth of a diversified and equitable economy. The project's results framework is based on the causal model adopted by USAID for results monitoring and reporting. The framework identifies four intermediate results: expanding human capital, improving the enabling environment for private sector growth, improving competitiveness of key economic sectors, and improving quality of services delivered. The project's activity monitoring and evaluation plan (AMEP) is designed to track progress towards these intermediate results. The AMEP framework includes 14 indicators that measure the project's performance in areas such as training courses delivered, individuals trained, policy reforms drafted and passed, target value chain enterprises assisted, and quality of services delivered. The project's first year annual report provides an overview of the project's progress in FY 2015. The report highlights the project's achievements in training courses delivered, individuals trained, and policy reforms drafted and passed. The report also provides data on the project's performance in areas such as target value chain enterprises assisted, quality of services delivered, and number of loans granted under BGI financial product assistance programs. The project's results framework and AMEP framework are designed to ensure that the project is on track to achieve its objectives and contribute to the overall goals of the CDCS. The project's progress will be closely monitored and evaluated to ensure that it is meeting its targets and making a positive impact on the Kyrgyz Republic's economy. The project's geographic focus is on the Kyrgyz Republic, with a specific emphasis on promoting access to finance for small and medium enterprises in the country. The project's timeframes are FY 2015 and FY 2016, with targets set for each year. The project's recommendations are based on its analysis of the Kyrgyz Republic's economic situation and the needs of small and medium enterprises in the country. The project's implementation details are outlined in the AMEP framework, which includes 14 indicators that measure the project's performance in areas such as training courses delivered, individuals trained, policy reforms drafted and passed, target value chain enterprises assisted, and quality of services delivered. The project's implementation will be closely monitored and evaluated to ensure that it is meeting its targets and making a positive impact on the Kyrgyz Republic's economy.
