The Fiscal Accountability and Sustainable Trade (FAST) project, funded by the United States Agency for International Development (USAID), organized a three-day training on Procurement Cycle Management for government public procurement specialists in the Kyrgyz Republic.

Abstract
The training aimed to address the knowledge gap in planning and contract management, which are critical components of the procurement cycle. The objectives of the training were to provide participants with a clear understanding of the various stages of the public procurement cycle, planning processes, contract management processes, and integrity and transparency in the procurement cycle. Thirty-nine participants from the Ministry of Economy and Finance's (MoEF) Department of Public Procurement (DPP) and other procuring entities attended the training. The participants were divided into five sub-groups for group work sessions, which were followed by plenary discussions. The training program was designed to build participants' capacity and improve their knowledge of key concepts and stages of the public procurement cycle. The training covered the four stages of the procurement cycle: planning, solicitation, evaluation, and contract award, and contract management. The trainers emphasized the importance of planning in realizing savings and improving the efficiency of public procurement systems. The participants were introduced to the concept of the procurement cycle and the various elements that it comprises under four overall "quadrants": planning, solicitation, evaluation, and contract award. The training also covered the planning processes, including market research, risk assessment, and requirement definition, as well as contract management, including supplier relationship management, service delivery management, and contract administration. The training was delivered by a team of FAST international consultants and home office staff, led by Welmar Rosado, FAST Deputy Chief of Party (DCOP). The trainers used lectures, real-life examples, and practical application exercises to deliver educational content. The participants completed a pre-training survey and a post-test to assess learning results. The training was evaluated as successful, with participants showing a clear understanding of the various stages of the public procurement cycle and the importance of planning and contract management. The training was part of the FAST project's capacity building efforts to improve the efficiency of public procurement systems in the Kyrgyz Republic. The project aims to provide technical assistance to the DPP and other procuring entities to address the existing public procurement capacity gaps. The training will assist the DPP, procuring entities, and the Government of the Kyrgyz Republic in addressing the existing public procurement capacity gaps. The training was held on September 22-24, 2021, in Issyk-Kul, Kyrgyz Republic. The training schedule is attached as Annex II. The participants' feedback was positive, with many expressing their appreciation for the training and the opportunity to learn from international experts. The training was a success, and the participants were equipped with the knowledge and skills to improve the efficiency of public procurement systems in the Kyrgyz Republic. The FAST project remains committed to providing technical assistance to the DPP and other procuring entities to address the existing public procurement capacity gaps. The project plans to continue providing training and capacity building efforts to improve the efficiency of public procurement systems in the Kyrgyz Republic. The project's goal is to improve the efficiency and effectiveness of public procurement systems, which will ultimately benefit the citizens of the Kyrgyz Republic.
